I have experience with interpretation and enforcement of the Act on the Protection of Personal Information at the Personal Information Protection Commission, as well as extensive practical experience at a leading Japanese law firm advising on global data protection laws, data utilization, and the development of data governance frameworks.
Drawing on my hands-on practical experience and regulatory perspective, I am committed to addressing highly complex and sophisticated issues and further strengthening Data Practice.

The recent advancements in AI have further accelerated this trend, a fact that requires no elaboration. Conversely, cases where the pursuit of aggressive utilization leads to compliance violations and public backlash continue to emerge. In this era, building a comprehensive data strategy that balances offense and defense is crucial for both scaling existing businesses and creating new ventures. This requires specialized knowledge of increasingly complex domestic and international regulations, coupled with extensive practical experience. Our firm possesses deep insight into domestic and international data-related laws and regulations. We have lawyers with extensive practical experience, as well as those who have been involved in a wide range of matters, from legislative reform and regulatory enforcement at administrative agencies to business planning and execution at corporations. We support our clients’ data protection and utilization by considering their specific needs and circumstances. Members of the Data Practice Team Toru Ogura: With a strong foundation in the Act on the Protection of Personal Information (APPI), the GDPR, and other international regulations, he advises on a broad range of privacy and security matters, including the preparation of privacy policies and contracts, development of internal compliance frameworks, and incident response. He is particularly skilled at assessing risks in light of each client’s business realities—regardless of industry or stage of growth—and translating legal requirements into practical implementation.
Yasuhiro Shimizu: In addition to his expertise in labor and employment law, he spent two years at the Digital Agency engaged in legislative reforms relating to digital transformation and data sharing, including coordination with relevant authorities and parliamentary matters. Leveraging this experience, he focuses on supporting data utilization in the HR field.
Toshio Nakajima: Drawing on his substantial hands-on experience in establishing and operating information security governance frameworks, handling incident response and recurrence prevention, and strengthening internal controls, he delivers strategic and tailored legal support to clients.
Takahiro Nakayama: In addition to his expertise in personal data, AI, and IT, he has specialized knowledge in business areas such as digital marketing and cybersecurity, and proposes solutions that appropriately balance utilization and protection of data.
Yoshihiro Nishikawa: Leveraging experience at the Intellectual Property Policy Office of the Ministry of Economy, Trade and Industry (METI), where he was involved in legislative amendments to strengthen the protection of trade secrets and related information, he advises on the appropriate utilization of data with a view to securing legal protection for trade secrets and shared data, and supports clients in implementing such strategies.
Maki Takimoto: Drawing on her experience as in-house counsel, she handles a wide range of IT and personal information matters, with a focus on data breach response and the handling of personal information in an employment context.
Minako Minami: In addition to IT and personal information matters, she focuses on advertising and labeling regulations, including the Act against Unjustifiable Premiums and Misleading Representations. She provides legal services closely aligned with digital businesses, including data utilization and digital advertising distribution.
